Most of your grievances are explained by GodMeyo, just don't bother getting it to run at 60 fps, your best bet is gsync kicking in and making it feel smooth, or running the game at 2x speed to achieve 60fps. However, the video you linked is from Sybert, he regularly casts CnC3 games and got this exact question a lot.
